UnitingCare NSW.ACT is concerned that procedures around fines and implications for fine defaulting remain flexible and clearly distinguish between those who refuse to pay and those who cannot afford to pay fines. The driving principle must be that prison remains a punishment of last resort.

We affirm the work the Commission is doing to improve processes around jury service, including attempts to ensure that juries properly represent the diversity of the community and ensure that employees are not penalised, or even dismissed, for doing their civic duty.

In 1998, whether the church should run prisons is again being canvassed in some quarters. The following report makes clear that there is a role for the church in prisons, but in provision of services, not in running the institution. The report endorses the church working in prisons. The 1991 Synod meeting adopted the recommendations in the report in Resolution 256/91S
